Who do you call after a storm?
- 911 for fire, smoke, sparks, or anyone hurt.
- City Utilities for outages and downed lines on its system. City Utilities takes outage reports at 1-888-863-9001 or online, and downed wires at 417-863-9000, according to its contact page.
- An electrician when the damage is on your house: the meter base, the service mast or riser, the panel, or wiring inside.
If your neighbors have power and you don't, check your main breaker, then look from a safe distance at where the line meets the house. A bent mast or a meter base hanging off the wall is your side to fix.
Which storm damage is the homeowner's to repair?
City Utilities owns the lines up to your house. The equipment on the house, like the meter base, service mast, and panel, generally belongs to the homeowner. When that equipment is damaged, an electrician repairs it first.
Inside Springfield city limits, repair or replacement of service equipment needs a city electrical permit and has to pass inspection before City Utilities will reconnect. After the inspection passes, the inspector usually notifies City Utilities within one to two working days, and City Utilities typically reconnects within one to two working days after that. Questions go to the city's Building Development Services permit desk at 417-864-1585.
What kinds of storm damage come up in the Ozarks?
Springfield gets ice storms, straight-line winds, and severe thunderstorms, and each one damages houses differently:
- Ice storms load the service drop with ice until it pulls the mast off the roof or the meter base off the wall. The January 2007 ice storm left more than 75,000 City Utilities customers without power, some for several weeks, KY3 reported.
- Windstorms drop limbs on service lines. In April 2025, a storm with extremely high winds cut power to about 50,000 City Utilities customers, the largest outage since 2007, KY3 reported.
- Lightning and power restoration can send surges through the house that knock out furnace boards, garage door openers, and electronics.
- Water from roof damage can reach the panel, ceiling fixtures, and outlets.
What counts as an urgent electrical problem?
Even without a storm, these can't wait:
- A burning or hot-plastic smell from an outlet, switch, or the panel
- An outlet or switch that's hot, discolored, or sparking
- A breaker that trips the instant you reset it
- Half the house dead and the other half dim or unusually bright, which can mean a problem with the service conductors
- Water in or around the panel
Turn off the affected circuit, or the main breaker if it's safe to reach, and keep it off until it's checked.
What affects the cost of storm or urgent repairs?
The price depends on what failed and when you need it done:
- Timing. After-hours, weekend, and holiday calls usually cost more, and availability during a regional outage is stretched.
- Service equipment. Replacing a mast, riser, or meter base takes parts, labor, and a permit and inspection inside city limits.
- Inside damage. Water-damaged panels or circuits may need replacement rather than repair.
- Surge damage. Damaged appliances are a separate cost. Many people add surge protection afterward.
- Insurance paperwork. Photos and a written description of the damage from the electrician help with a claim.
Ask what the trip charge is and whether you'll get a price before work starts.
Should you repair or replace damaged equipment?
A bent mast or a cracked meter base usually gets replaced, not straightened. A storm repair is also a natural time to look at an old or full panel, since the power is already off and a permit is being pulled. See panel upgrades. If you lose power every time the grid goes down, see generator installation and the generator installation cost guide.
Frequently asked questions
My service line is down. Is that an electrician or City Utilities?
Both, often. City Utilities handles the line itself. If the mast, riser, or meter base on your house is damaged, an electrician has to repair it and the city has to inspect it before City Utilities reconnects.
How long until my power is back after a meter base repair?
The repair itself is usually a day. Then the inspection and the City Utilities reconnect each typically take one to two working days, and longer during a big regional outage.
Can someone come tonight?
Call the number on this page and say it's urgent. Same-night availability depends on the time and how many calls are coming in, especially after a big storm. If anything is hot, smoking, or sparking, keep the power off and call 911 if it gets worse.
Will insurance pay for storm damage to my meter base?
It depends on your policy. Ask your agent, and keep photos and the electrician's written findings.
